“Do not be afraid. Go tell my brothers to go to Galilee, and there they will see me.” (Matthew 28:10) It seems that Jesus was repeating the angel’s message to the same group of women while they were still at the tomb: There, the angel said, “Do not be afraid!… go quickly and tell his disciples,… and he is going before you to Galilee; there you will see him.” That said, would the angel’s message what he received from the Father? And Jesus himself is the Word of God! The good news of Jesus’ resurrection was proclaimed to the disciples through the angels and the women. This shows that participating in Christ’s work of salvation is not exclusive to ordained apostles. Jesus had to enter into many houses to preach, so naturally the apostles and His successors found it beyond their ability to do so. In this case, how important is the existence of the apostles or their successors? Yet Jesus entrusted them with this special mission: “All power in heaven and on earth has been given to me. Go, therefore, and make disciples of all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Spirit, teaching them to observe all that I have commanded you. And behold, I am with you always, until the end of the age.” (Matthew 28: 18–20) According to the footnotes in the Studium Biblicum version of the Bible, “Through these few words, Jesus entrusted all authority to preach to all nations and to administer sacraments to his disciples. By this He also established the permanent teaching institution, namely the church. This institution will always be under His protection till the end of the time.”
